Parent speaker Katie Kallwitz said she worried a blanket ban would prevent children from contacting parents during health or safety emergencies and urged alternatives; "If my child had a UTI and couldn't get to the office, being able to text at lunch allowed me to get her to a doctor," she said. Other commenters and several trustees said a clear and enforceable ban would reduce classroom distractions and improve student focus.
Policy committee representatives explained the chosen option requires PCDs to be powered off and out of sight and that devices may be confiscated for privacy violations or illegal activity. The board discussed implementation specifics, including accommodations for students with medical needs or IEPs and the role of teachers and administrators in enforcement. Committee language removed a prior sentence that would have allowed principal approval to keep devices on; the board clarified medical exceptions would be authorized by a nurse, teacher, administrator, or IEP team.
Board member Kunde moved to approve Policy 5136 with amendments; Verich seconded. Roll‑call voting recorded ayes from trustees present and the motion carried. The related Policy 5136.01 (technology resources) passed with agreed additions, including smartwatches among prohibited devices.
Implementation notes: Administrators said initial enforcement will require extra staff consistency but hope the workload will decline as norms are established; the district plans to include the policy language in student communication and handbook materials and to monitor compliance and report back to the board.
