Parks board approves minutes; director reports $5.9 million estimate for Fall Creek Trail and updates on Community Park drainage

The City of Lawrence Parks Board approved last month's minutes after a motion and voice vote at the meeting.

Director (speaker 3) delivered the director's report, updating the board that drainage work at Community Park's parking lot should be finished by Friday and paving repairs will follow. He said crews had difficulty locating and procuring a structure and pipe but now expect that portion to be complete by the end of the week.

The director said the Fall Creek Trail design is at 60% and that the design package is now with the Indianapolis Department of Public Works for right-of-way review. —Our 60% design is now with Indianapolis DPW,— he said, adding that the DPW approval should be done by the 26th and the project will move into 90% design and bid documents afterward.

On cost, the director reported that revised estimates, including a 10% contingency, put the project at about $5,900,000. —Right now, the project, with a 10% contingency, looks to be about 5,900,000,— he said. He noted the city and partners have significant funds on hand but that additional partner contributions may be requested. The director said the tentative bid opening is planned for mid-November and construction would begin about 30 days afterward, which could allow some work before year-end.

The director also told the board that July 4 fireworks and the associated band are scheduled and paid for, that budget season planning will start soon, and that five seasonal staff were recently hired, marking the first time in several years the department has a full seasonal crew.

The board had no substantive questions beyond clarifications about contractors and timing, and the meeting moved on to other agenda items.

The meeting adjourned after public comments concluded. The board recorded no additional formal actions on the trail or funding at this meeting.
