Council adopts LightCurve franchise to allow fiber construction in Lacey rights-of-way
Summary
Lacey council unanimously adopted Resolution 1182 authorizing the city manager to enter a telecommunications franchise with Michelle Telecom Inc., doing business as LightCurve, after staff said the application met city code and was consistent with past franchise language.
On July 7 the Lacey City Council adopted Resolution 1182 granting a telecommunications franchise to Michelle Telecom Inc., doing business as LightCurve, and directed the city manager to enter into a franchise agreement if all applicable code and right-of-way regulations are met.
A staff presenter summarized the review process and told council the application and proposed franchise language are consistent with prior franchise agreements and conform to city telecommunications requirements. The motion to adopt (SEG 535) was seconded (SEG 541) and carried by unanimous voice vote (SEG 544–547).
Staff noted that if any code requirements are unmet the city would meet with LightCurve to discuss remedies before finalizing an agreement.
