Lacey awards $2.418M contract for Madrona Connection water-main project

Interim Public Works Director Vince McGowan told council staff opened 11 bids on June 17 with a low bid of $2,418,450 and a high bid around $3.2 million; the engineer's estimate was listed in the packet as $4,070,728. McGowan said the contract scope includes installing approximately 3,300 linear feet of 12-inch and 16-inch water main along Pacific Avenue and Millbank Drive to replace aging mains in portions of the 337 pressure zone and connect to the Madrona Well Field, improving distribution and operational flexibility.
McGowan also said the contract includes a 15% apprenticeship-utilization requirement and that the project is located just southeast of the city limits within the urban growth area. Council members asked whether tree removals would be required along Pacific; McGowan said some trees may need removal and staff would follow up with full plans. Questions about lead time and sequencing prompted staff to explain the project is large and must be scheduled among other major water projects.
