Council member David reported he had consulted with the General Assembly and legal counsel for the minority leader, and said they "indicated that they would not ratify in advance a proposed, charter change at this time." He added, "But if it is approved by the voters, they would certainly look upon it favorably at that time."
After that report the council took no action on the enabling‑legislation resolution at the June 8 meeting.
