Doral council approves grants, street co-designation, contracts and receives clean audit

A set of community and procurement actions cleared the City Council’s June 10 agenda after presentations and discussion.
Economic development: The council approved the Doral Seeds small-business grant program, funded with $20,000 in the budget and a $20,000 match from Banesco Bank. Mayor Fraga said the program will include an educational and technical-assistance requirement for finalists and aims to award the first grant by Sept. 1.
Honor: Council co-designated NW 117th Avenue (between NW 25th and NW 34th Streets) as Father Elkin Sierra Way in recognition of the priest’s prior service in Miami-Dade Fire Rescue and in the community.
Procurement and contracts: Council awarded the government center 3rd-floor renovation (City Manager's and Finance offices) to Maseta Constructors Inc. for $398,798 plus a 10% contingency (not to exceed $429,878.06). For park custodial services the council approved SFM (the incumbent) after discussion about scoring consistency and a notably lower bid from another proposer. Council also approved a contract amendment increasing a real-estate consultant’s authorization from $50,000 to $75,000 to support the public-private solicitation and negotiation process for the 'P3 Doral 10' opportunity.
Audit and philanthropy: External auditors from Garcia Espinosa (GemRT) reported an unmodified (clean) opinion on the FY2025 financial statements, noting no findings in the single-audit of federal programs. The FY2025 highlights in the presentation included an approximately $3.7 million increase in property tax revenue, capital expenditures of about $53 million, and a general-fund balance of roughly $86 million. Finally, the PGA presented a donation of $120,420.19 to Parks & Police for Kids.
