Charlemont assessors to put veterans' CPI exemption (Clause 22I) on town‑meeting warrant, decline immediate 22J expansion

The Charlemont Board of Assessors voted Feb. 10, 2025, to place local-option Clause 22I — which allows an annual cost‑of‑living adjustment to veterans' property tax exemptions tied to the consumer price index — on the town's annual meeting warrant. The board declined to place Clause 22J, which would allow an additional exemption of up to 100% for qualifying veterans, on the warrant at this time.
Assessor's Clerk Carlene Hayden presented a spreadsheet and a letter from the Department of Veterans' Services describing the two options created by the HERO Act. Board members discussed that the town implemented a CPI COLA for the Senior/Surviving Spouse exemption the previous year and that adopting Clause 22I would align veterans' exemptions similarly. Board members also cited fiscal concern: the state is not increasing reimbursements to the town to cover additional exemptions, and adopting Clause 22J would increase the town's allocation to the overlay account and shift cost to other taxpayers.
On a motion by Chair Jacqueline Cashin, seconded by Member Anthony Ostroski, the board voted unanimously to put Clause 22I before annual town meeting and not to adopt Clause 22J at this time. Hayden will report the board's recommendation to the Select Board and draft the warrant article for town meeting.
