The Public Safety and Public Works Committee moved several infrastructure items to the full commission on June 10: an extension of a wastewater service agreement with Saint Joseph Charter Township, a proposed 75‑year ground lease with PFN for equipment to support a fiber connection, and recommendation to award a time‑sensitive Ox Creek repair contract to the lowest responsible bidder.
City staff described the wastewater item as an extension similar to prior 33‑year arrangements and said there are no substantive changes to the agreement. The committee agreed by consensus to forward the matter for full commission approval.
On the proposed PFN ground lease staff explained the lease would allow a small equipment building within the pumping station fence where the line is brought in; PFN would provide fiber‑optic connections to public buildings with seven years of free service and thereafter sales at a most‑favored wholesale rate. Staff noted the lease term (75 years) and that PFN would pay taxes on the leased parcel for the lease term.
Staff also described three bids for construction work along Ox Creek; the apparent lowest responsible bidder was Catskill Remedial Services with a bid described in the meeting as ‘‘$800 and something thousand’’ (the next low was $849,008.67 and two other bids exceeded $1,000,000). The project must begin by July 1 and be finished by the end of August to meet construction‑season constraints and grant timelines; staff said the work will be covered through a grant and will not cost the city general fund.
The committee provided consensus to forward the PFN lease and the Ox Creek contract recommendation to the full commission for final action. Commissioners asked for maps and contract details to be available to the full commission and for further documentation to accompany the referrals.
