Council passes pedestrian-safety ordinance under urgency without BPAC review, committee members say

BPAC members reported that City Council passed a pedestrian-safety ordinance restricting standing in medians or crosswalks for more than two light cycles at final reading under safety urgency after the City Attorney advised BPAC review was not required.
City Council member Tina Balch reported that a pedestrian-safety ordinance introduced by Chief Fagan was on the Oct. 20 Council agenda for final reading. The ordinance restricts standing in medians or crosswalks for more than two light cycles.
Balch said the City Attorney advised that there was not a violation of the ordinance and that Council voted to pass the ordinance under safety urgency without BPAC review. The minutes record that Council debated whether BPAC needed to weigh in; the Council vote to proceed without the committee carried.
BPAC did not take a formal position on the ordinance at the Nov. 18 meeting; members noted the Council action and the advisory role BPAC might have had if consulted earlier.
