Rolla planning commission unanimously backs annexation, R‑3 zoning for Audubon Ridge

The Rolla Planning and Zoning Commission unanimously recommended that the Rolla City Council approve the voluntary annexation of property in Section 35, Township 38 North, Range 8 West and assign R‑3 (Multifamily Residential) zoning to the Audubon Ridge development.
The commission voted 7–0 on Oct. 14 after a public hearing and staff presentation. Commissioner Monte Shields moved the recommendation and Commissioner Janece Martin seconded; Commissioners Nathan Chirban, Kevin Crider, Lister Florence, Monty Jordan, Don Morris and Shields voted in favor; Steve Davis was absent.
City Planner Tom Coots presented the staff report and commissioners asked detailed questions about infrastructure and planning issues, including the proposed fire access/connection road, sewer lines and utilities, the exact acreage to be annexed, the number of units to be constructed in Phase 1 (which was discussed but not specified in the hearing record), how the site aligns with the Comprehensive Plan’s urban growth area, and which adjacent pockets of land would remain outside the annexation.
Caleb Homan of Archer Elgin and developer Mike Weissner described the developer’s plan in public comment. "There are 44 lots and each lot can have up to four units," Homan said. The representatives said the combined site is about 23 acres and that they will develop all roads, water, sewer and gutters across the combined acreage immediately. They also said the planned access road will be a fire-access-only road with a gate and Knox box until the development reaches 100 units; after 100 units are developed, the road will be paved to meet standards.
The commission closed the public hearing and returned a recommendation to the City Council; the commission’s action is advisory and the annexation and zoning change must be considered by the Rolla City Council before taking effect. The commission recorded no conditions or amendments to the recommendation in the public record at the meeting.
The commission also heard a brief report from City Planner Tom Coots on a City Council action (CUP25‑02), a conditional use permit allowing an agricultural business use (a golf driving range) at 1905 Country Ridge Road. The meeting included the formal introduction of Keith Riesberg as Rolla’s new city administrator and adjourned at 5:57 p.m.; the commission set its next meeting for Nov. 10, 2025.
