Board of Adjustment tables request for larger billboard on S. Bishop Ave

Chairperson Matt Crowell opened the hearing on variance ZV25-03 and City Planner Tom Coots summarized the staff report, noting the request would require a variance from section 42.347 of the sign regulations and that an existing double billboard across the street is believed to be grandfathered and does not meet current code standards.
Cole Piercy, representing Summit Locations, confirmed he was sworn and told the board the company’s requests are financially driven. Piercy said the company sells sign space by square footage and by template sizes, and that a 12-by-24-foot template (one of the standard templates Piercy described) reduces cost; a 12-by-24-foot face is 288 square feet, larger than the 192-square-foot limit cited in the code.
During deliberation, board members reviewed each variance criterion. Members indicated the applicant’s written letter may meet the 1st, 4th and 5th criteria, but the board found the 3rd, 6th and 7th criteria were not met. On the 2nd criterion — which centered on the distinction between on-premise and off-premise signs — a voice vote during deliberation registered one yes and three no votes on whether that criterion was satisfied.
After discussing the criteria and noting that additional information would assist the board’s evaluation, John Meusch moved and Jonathan Hines seconded a motion to table ZV25-03 to the board’s next meeting on Oct. 23, 2025 “to allow for additional information to be presented.” The motion passed by voice vote; the board recorded that the voice vote passed unanimously.
The board also tabled the election of a vice-chair to a later meeting. The session adjourned at 6:19 P.M.; minutes were prepared by Community Development Specialist Cindy Brown.
What’s next: ZV25-03 will return to the Board of Adjustment on Oct. 23, 2025 for further consideration after the applicant supplies the additional information requested by the board.
