Rolla Council adopts FY 2026 budget after amendment requiring executive summaries for major expenditures

Rolla City Council on Sept. 17 adopted the fiscal year 2026 budget with an amendment that will require department heads to provide executive summaries for expenditures that later require separate council resolution or ordinance. The ordinance was read for final hearing and passed by roll call.
Mayor Louis J. Magdits IV presided over the meeting as the council considered the ordinance. Councilman William Hahn moved the amendment to require that any expenditure represented by the budget that will later require a separate resolution or ordinance include an executive summary listing department head, action requested, item/subject, budget appropriation, fund and account titles, prior year budgeted amounts and amount previously allocated; the amendment passed unanimously. City Counselor Nathan Nickolas read the ordinance for its final reading by title. Councilman Kevin Greven moved to approve the ordinance as amended and Councilman Andrew Behrendt seconded the motion.
A roll call vote recorded the following yes votes: Tina Balch, Micheal Dickens, Kevin Greven, Steve Jackson, William Hahn, Tom McNeven, Aaron Pace, David Shelby, Andrew Behrendt and August Rolufs. There were no nays. The record reflects adoption of ORDINANCE 4875: an ordinance adopting an annual budget for the fiscal year beginning Oct. 1, 2025, and appropriating funds pursuant thereto.
The council discussed, and later withdrew, a separate motion by Hahn proposing a new finance report to give administration time to explore options. The council also requested that administration provide additional documentation related to budgeted items when follow‑up is required. The meeting record shows the council aims to increase transparency around items that later require separate council action.
The council moved from budget business to other agenda items; no further budget votes were recorded at the meeting. The council adjourned at 10:01 p.m.
