Public Operations Director Ryan Johnstone told the council Washington Administrative Code (WAC) 246‑294‑090 requires public water systems to develop and implement cross‑connection control programs that include hazard evaluation, backflow device installation and inspection, testing, recordkeeping and enforcement. “Ordinance 2970 in front of you this evening does just that,” Johnstone said, explaining the ordinance repeals the older code section on backflow prevention devices and establishes authority for the city engineer or designee to require installations when a potential cross‑connection exists.
Johnstone described typical cross‑connection concerns (connections between potable and non‑potable sources such as irrigation or industrial equipment), standards for approved assemblies, a violation/fine structure and an appeal process. No public comments or council questions were recorded on this item. Councilmember Evers moved adoption; Councilmember Malcolm seconded. The vote was 5–0.
