Sumner changes zoning to allow childcare centers across more zones

Sumner City Council on July 6 approved Ordinance 2964, a zoning text amendment that allows childcare centers as an outright permitted use in residential, commercial and industrial zones with applicable design and setback standards.
Ryan Windisch, community and economic development director, said the change was prompted by 2025 state legislation and is intended to reduce barriers to opening childcare facilities. “These changes would allow for it to be outright permitted,” Windisch said, noting that some standards (signs, drop‑off/pick‑up zones) remain in place and the Planning Commission unanimously recommended approval after a public hearing in April.
Councilmember Malcolm asked whether the city was adopting the state language; Windisch confirmed the amendment mirrors the state requirement. Councilmember Hockstetter moved adoption; Councilmember Kenna seconded and the ordinance passed 5–0.
The change is intended to speed the permitting pathway for childcare providers by avoiding conditional use permit requirements for many locations and aligning local code with state law.
