Green Township OKs Clean Communities payouts, extends farm agreement at bid price and approves spring events spending

The Green Township Committee on Feb. 3 approved a set of community spending and administrative steps, including stipends for Clean Communities Day, a one‑year extension of a farm lease submitted to a public bid at zero dollars, and spring recreation event budgets.
On Resolution 2025‑55 the Committee designated May 17, 2025, as Clean Communities Day and authorized a nonprofit payout not to exceed $7,500 (to be shared evenly) and volunteer stipends of $150 per employee. Committee member Michael Rose moved the resolution and James DeYoung seconded. Committee member Bader Qarmout asked whether the money would come from the township budget; Township Clerk Mark Zschack said the payment will come from the Clean Communities Day grant. The resolution passed unanimously.
The Committee also adopted Resolution 2025‑57 to extend a farming agreement with Peter J. Bast of Bast Dairy covering portions of Block 19 (Lots 15 & 15.01) and Block 32, Lot 1 for an additional 12 months. The resolution records the contract amount as "not to exceed $0.00" based on the township's prior public bid. Township Attorney Ursula Leo explained the township previously went out to bid, the public bid was submitted at zero dollars, and the contract can be extended for one year under N.J.S.A. 40A:12‑14 et seq. The resolution passed unanimously.
Resolution 2025‑58 approved spring recreation programs and spending caps: an Easter event budget not to exceed $450; Spring Yard Sale advertising not to exceed $50; Green Township Day not to exceed $4,500; Miss Green not to exceed $1,300; and two Movie‑in‑the‑Park events with drinks and snacks for purchase and licensing costs not to exceed $1,000. Margaret "Peg" Phillips moved the measure and James DeYoung seconded; the vote was unanimous.
Township Clerk Mark Zschack also told the Committee the township submitted a Local Recreation Improvement Grant before the Jan. 31 deadline to repair and extend the town walking path; he said the project cost is approximately $100,000 and that figure represents the grant's award ceiling, so the application may receive closer scrutiny than a previous, smaller grant. The Committee scheduled a budget workshop for Feb. 19 to address revenues delayed by a property reassessment.
During governing‑body remarks Mayor Raffay and members lauded the Allamuchy‑Green First Aid Squad and longtime volunteer Lou Caruso. Residents raised a public‑safety concern about missing speed‑limit signs on Shotwell Road; the Committee said changing speed limits requires an engineering study and an ordinance. Township Attorney Ursula Leo reported a declaratory‑judgment action has been filed and said the township will wait until the end of the month to see if any interested parties appear.
The Committee adjourned at 7:20 p.m.; the next regular meeting is scheduled for Feb. 19, 2025, at 7:00 p.m.
