Green Township adopts cap‑bank budget ordinance and new salary ranges

The Green Township Committee on Feb. 3 adopted two ordinances intended to give the township more flexibility in its 2025 budget and to set formal salary ranges for elected and appointed positions.
Mayor Virginia "Ginnie" Raffay opened public hearings on both measures. For Ordinance 2025‑01 — authorizing the municipality to increase its CY 2025 final appropriations up to 3.5% and to establish a cap bank — no members of the public spoke. The ordinance states the 3.5% increase amounts to $109,467.72 and allows any unused authorized amount to be retained as an exception to final appropriations in either of the next two years. A motion to close the hearing and adopt the ordinance passed on a unanimous roll‑call vote.
The Committee then adopted Ordinance 2025‑02, which sets minimum and maximum salary ranges for township offices and positions. Examples listed in the ordinance include Member, Township Committee ($0–$2,000), Mayor ($0–$2,500), Municipal Clerk/Registrar ($45,000–$135,000), Deputy Clerk ($15,000–$40,000) and Municipal Department Head/DPW Manager ($25,000–$92,000). Committee member Bader Qarmout asked whether the Committee could be provided with the specific changes to salary ranges; the Committee said those changes were highlighted at the ordinance's introduction. The salary‑range ordinance was adopted by unanimous roll call.
Both ordinances were processed in accordance with statutory filing requirements; the adoption minutes note certified copies are to be filed with the state Division of Local Government Services. The Committee scheduled a budget workshop for Feb. 19 to continue work on the 2025 budget following a recent property reassessment.
The ordinances were adopted with no public opposition recorded at the meeting. The township clerk will file required copies and the ordinances take effect as provided by law.
