Rolla City Council adopts easement vacation, backs Park Pointe housing resolution and tables driving-range permit

The Rolla City Council on Sept. 2 voted to adopt Ordinance 4874, approving the vacation of an easement at 418 Hutchinson Drive. City Counselor Nathan Nickolas read the ordinance for its final reading; Councilman Nathan Chirban moved and Councilman William Hahn seconded the motion to adopt. A roll call recorded ayes from Rolufs, Behrendt, Chirban, Pace, Jackson, Hahn, McNeven, Greven, Shelby and Dickens; there were no nays. Ordinance 4874 was approved.
The council also unanimously approved Resolution 2073, which expresses the city’s support for TerraVest Development Corp.’s Park Pointe affordable housing project and its application to the Missouri Housing Development Commission for tax credits. The resolution includes a city commitment to support extension of the Acorn Trail. Community Development Director Dawn Bell presented the resolution; Councilman Kevin Greven moved and Councilman David Shelby seconded the approval.
On a separate land-use item, council members raised concerns about an ordinance to grant a Conditional Use Permit for an agricultural business use — specifically a golf driving range at 1905 Country Ridge Road — citing a lack of clearly defined conditions in the ordinance language. Councilman William Hahn moved and Councilman Steve Jackson seconded a motion to table the matter until the first meeting in October so staff could draft more specific conditions; the motion passed unanimously by voice vote.
Other procedural items included appointment of Kevin Greven to attend the annual LAGERS meeting (motion by Steve Jackson, seconded by Nathan Chirban) and the unanimous approval of the consent agenda that included minutes from multiple August meetings.
The meeting later moved into a closed session for contract negotiations and a law-enforcement investigation; the council returned at 9:52 p.m. with no final actions taken.
