City Administrator John Butz presented the proposed FY2026 budget at a Sept. 2 public hearing before the Rolla City Council, outlining modest revenue adjustments that include a $1-per-month increase in the sewer service availability fee and an 8%–10% rise in trash-collection fees for residential and commercial customers.
The hearing, opened and closed during the meeting, followed review of the budget at a council workshop on Aug. 25. City Counselor Nathan Nickolas explained the legal distinction between a fee and a tax in reference to the Hancock Amendment as part of the discussion; the ordinance adopting the budget was read by title for its first reading but was not adopted at the Sept. 2 meeting.
The proposed sewer availability-fee increase and the higher trash fees are intended to bolster utility and solid-waste revenues in the FY2026 spending plan presented to council.
