Aldermen approve vacation of right-of-way and easement to clear Branson Landing roundabout property

City staff presented two connected actions to correct remnant right-of-way at the Branson Landing roundabout near 500 Branson Landing Boulevard. Amanda Ross (S4) told the board the request is to vacate a portion of Parnell Drive that currently encroaches on an adjacent residential driveway; staff proposed recording a general utility easement so public and private utilities retain access.
Resident Michael Orr (introduced by staff as Mr. Orr and speaking from the audience) described living at the property for 25 years and urged the board to approve the vacation so his family would not have to contest title in the future. Orr said the right-of-way issue had been discussed during roundabout construction and that cleaning it up was "something that's needed to be done for a very long time." Michael Woods (S17) summarized the companion easement agreement with the Orr Family Trust and said staff recommended approval to clean up lot lines and secure utility access.
The board moved, granted double reads for timing, and approved both ordinances on final reading by roll call vote, 5–0. Staff said a recorded easement will accompany the street vacation to ensure water, sewer and other utilities retain access to the area.
