City staff told the CID board the Missouri Department of Transportation (MoDOT) has signaled $6.2 million in TAP-related funding that the city intends to draw against for design and early costs on the 76 corridor.
Staff said TAP funds are allocated for segment 3 design and that deadlines fall in December 2026; they also said the city can request extensions if necessary. Staff asked the board to note that some charges for Great River Engineering would be drawn from the MoDOT allocation once the agreement is executed.
Board members and consultants discussed standard incentive and disincentive clauses that can be used in bid documents to encourage early completion. A consultant recommended several scenarios and said Missouri DOT routinely uses standard approaches on significant projects; staff agreed to forward example language for the board to review before a formal decision.
The board noted the project will not meet an August start under the current circumstances and discussed a realistic start near January if the easements and cooperative agreement are resolved.
