Nueces County reallocates $250,000 in ARPA funding to Hilltop Community Center

The Commissioners Court on June 10 approved reallocating $250,000 in ARPA funds originally obligated for Casablanca drainage improvements to the Hilltop Community Center ARPA project and swapping $250,000 in Hurricane Harvey funds previously obligated for Hilltop.
Commissioner 10, whose precinct includes Robstown, explained the drainage district could not take action on the Casablanca project and said the funds would remain available within his precinct for flood mitigation in other ways: "I allocated this funding with the court's approval for this project to help the drainage problem in Casablanca... the drainage district was not able to take the action that they needed to get this done," he said. The commissioners noted this reallocation approach had precedent in earlier ARPA projects when completion deadlines or project feasibility required swaps.
The court voted to approve the transfer unanimously. Commissioners said county public-works staff and the precinct office would continue to work on flooding solutions and that the reallocation keeps the money available for local mitigation.
