Dan Orr appointed Greenwich Township mayor; committee approves contracts, tax rules and appointments

GREENWICH, N.J. — Dan Orr was appointed mayor of Greenwich Township on Jan. 6 and the Township Committee unanimously approved a slate of routine contracts, board appointments and tax rules during the annual reorganization meeting.
Thomas Seeley, the township solicitor, opened the meeting and said, “Adequate notice of this meeting was provided in compliance with the Open Public Meeting Act by notifying the News of South Jersey and the Press of Atlantic City on December 20, 2025.” The Oath of Office was administered to Dan Orr by Seeley.
The committee unanimously appointed Orr as mayor after a motion by Committeeman Salvatore Reinhart, seconded by Committeeman Mark Werley. Orr then nominated Reinhart as deputy mayor; Reinhart’s nomination was also seconded by Werley and carried unanimously.
Why it matters: The reorganization meeting establishes leadership, committee liaison roles and the administrative contracts that allow the township to operate through the year, including legal and financial oversight.
Among the items approved under a single consent agenda were: Resolution 1-1-2026 setting regular committee meeting dates (third Tuesday of each month at 7 p.m.); a cash-management plan directing the CFO on approved investment vehicles; designation of The News of South Jersey and the Press of Atlantic City as official newspapers; and one-year non-fair-and-open contracts for solicitor and auditor services.
The solicitor contract (Resolution 1-4-2026) names Thomas Seeley to continue providing legal services; the auditor contract (Resolution 1-5-2026) authorizes an engagement with Nightlinger, Colavita & Volpa, PA. The committee also appointed Steve Nardelli of Fralinger Engineering as township engineer and authorized a one-year animal control contract with James W. McCleery of Countrywide Animal Care and Control, LLC. Resolution 1-15-2026 authorized Triad Associates to provide grant services and incorporated a temporary budget for 2026.
The committee set tax billing dates — first quarter due Feb. 1, second May 1, third Aug. 1 and fourth Nov. 1 — and fixed late-payment interest at 8% per year on the first $1,500 and 18% per year on amounts above $1,500. It also authorized a 6% penalty on parcels that end the calendar year with delinquencies exceeding $10,000 and stated that no discount would be allowed for prepayment of property taxes.
On a motion by Committeeman Werley, seconded by Deputy Mayor Reinhart, the committee approved payment of bills totaling $130,818.23; the motion carried unanimously.
Public comment: Resident Penny Watson of 108 Ye Greate Street asked whether Land Use Board appointments had been made; she was told the appointments were approved as part of the earlier slate of appointments.
Closed session: The committee voted to go into closed session under the Open Public Meetings Act to discuss litigation (Resolution 1-16-2026). The resolution estimated the closed session would last about 30 minutes and stated the township would disclose details when disclosure would no longer harm the public interest (the resolution estimated a possible disclosure date within 90 days). Upon return to open session Seeley said the matter discussed involved Burke v. Greenwich Township; when Ms. Barndt asked when the case would be heard, Seeley said litigation could not be discussed publicly at that time.
What’s next: The minutes show no unfinished business, no new business and no committee comment beyond the matters recorded; the committee adjourned at the close of the meeting.
