Committee forwards zone-change requests from CU Hawaii Federal Credit Union to full council

Hawaii County’s Committee on Legislative Approvals and Acquisitions voted to forward two related zoning measures filed by CU Hawaii Federal Credit Union to the County Council with favorable recommendations.
Clerk Mr. Cook read Bill 130, which amends Ordinance 09-44 to change a parcel at 533 Manono Street in Waiakea (South Hilo) from RS-10 (single-family residential, 10,000 sq ft) to CN-10 (neighborhood commercial) and proposes condition changes including a 10-year extension for project completion, modification of dedication for road widening, and deletion of certain roadway-improvement requirements (with an option for the applicant to provide a pro rata payment toward County improvements). The planning director, Jeffrey W. Darrow, recommended a favorable recommendation with conditions; the Windward Planning Commission forwarded that recommendation.
Mr. Cook then read Bill 131, a change of zone request for a separate parcel at 494 Hinnano Street (TMK corrected on the record) to convert RS-10 to CN-10 for a 22,500-square-foot area to permit a 41-stall parking lot that would serve the proposed new credit union branch facility on the adjoining parcel.
After presentations, the planning director summarized site maps, zoning-consistency findings (the area is within the State Land Use Urban District and the county general plan identifies the area as medium-density urban), and noted that the Windward Planning Commission forwarded a favorable recommendation to the council (Bill 131 included an amendment to replace a planning-condition with the applicant’s suggested language). The committee approved forwarding Bill 130 by voice vote (clerk recorded seven ayes; two members excused). The committee also approved forwarding Bill 131 (clerk recorded six ayes; excused and recused members were noted on the record).
On timing, James Takamine, president and CEO of CU Hawaii Federal Credit Union, told the committee the credit union expects to begin the design phase in roughly two years because the organization is currently upgrading core account, loan systems and digital banking platforms; he estimated design would likely start around early 2028 and that bidding and construction would take additional years.
The committee took no final land-use action beyond forwarding the bills with recommendations; both measures will now be considered by the full County Council.
