Council approves multiple nominations, budget and zoning items; resolutions fund local programs

On Feb. 18 the Hawaii County Council confirmed several commission nominations, approved multiple small budgetary bills and land‑use reclassifications, and passed resolutions funding summer programs, fire station equipment and youth arts events.
The Hawaii County Council completed a block of routine but consequential business on Feb. 18, approving nominations, budget adjustments and land‑use measures.
The council confirmed nominations to advisory boards and commissions (communications GOEAC 93–97) and approved a set of budget bills (Bills 114–118) that appropriate federal grant funds to Police Department program accounts. Most of these motions were approved on consent with little floor discussion.
Zoning and land‑use bills (including Bill 63 on allowing residential use in the MCX district and Bills 119–121 on reclassifications and time extensions) were considered. Bill 63 passed on 2nd and final reading (motion by Councilmember Kirkowitz, seconded by Councilmember Eustace; recorded as seven ayes, two absent). Bill 121 passed on 2nd and final reading by roll call (six ayes, one no — Councilmember Kaguada — two absent).
The council also approved several small appropriations by resolution to support summer intersession programs at community centers, to purchase equipment and a generator component for a fire station, and to provide a grant to the Westway Mediation Center for Peace Circle training. One resolution was amended on the floor to correct the nonprofit’s legal name (East Hawaii Cultural Council).
Votes were recorded in the minutes as indicated; items moved forward without contested floor debate.
