Commission recommends approval for Papa Stash special event at 9300 Big Bend Drive with conditions

The planning commission recommended approval of a temporary special event for Papa Stash at 9300 Big Bend Drive (Yonas Property LLC), subject to conditions including prior sign-offs by the village clerk, fire department and police department; limits on outdoor music and alcohol service as applicable; required porta-potties and safety staff; and adherence to previous conditional-use limitations recorded against the property.

Staff summarized the applicant’s request: a proposed high-school reunion on Sept. 21 with tents placed in the grassy area by Mill Pond, two porta-potties (one handicap-accessible), stage and music (DJ or band), and a proposed end time later than the prior recorded restrictions. Staff noted a 2017 conditional-use record contained different time and noise limits and recommended the commission consider whether to allow amplified music and a later end time. The applicant and a business representative argued past practice had sometimes extended later and that agreements had been made informally in recent years.

One business representative said the 2017 record imposed restrictions they were not notified about: “We were never notified,” they said, adding that the rules had felt like a surprise. Staff responded that the commission could place conditions on the temporary special-event approval and that final sign-offs from police, fire and the clerk should occur prior to the event.

The commission adopted a motion recommending approval as presented with the condition that police, fire and clerk sign off prior to the event and with a request that the applicant return at a later meeting if there are conflicts with prior recorded conditions. The motion passed on a voice vote.
