The village planning commission voted to approve a conditional use permit for Ideal Windows at 7680 Big Bend Drive (tax parcel BBB2060999), subject to 11 conditions including building-plan submittal, fire and police sign-offs, parking stripe and ADA compliance, dumpster screening and limits on uses.
Staff introduced the application as a request by Rick Rivera for a window-contractor office and storage operation on a 2.3-acre parcel in the B4 Highway Business District. Staff said the applicant would likely operate with office and storage space on site, a single overhead garage door for loading and unloading, and that the proposal originally listed space to store up to three box-style company trucks outside. “Staff didn’t have any real major concerns as far as the site-plan standards go,” the staff presenter said, but noted typical expectations for screening dumpsters and mechanical equipment.
Commissioners questioned whether the business would perform manufacturing on site; the applicant responded that the space would be used mainly for storage and sales, with a possible showroom in the future. Commissioner concern focused on the proposed limit of three company vehicles because the lot contains approximately 27 parking stalls. One commissioner asked, “Why are you limiting them to 3 vehicles?” The applicant replied that they already owned five trucks. After discussion, staff and the commission agreed to amend condition 8 to permit up to five company trucks to be stored on the property.
The conditions of approval read into the record include: prior to occupancy the applicant must submit building plans and obtain building and fire-department sign-offs; parking stalls must meet dimension and striping standards and include ADA stalls; new or changed exterior lighting must be shielded and directed downward; outdoor dumpsters and trash areas must be screened per Big Bend standards; the petitioner must reimburse the village for professional review services; and the approval is limited to the uses specified and may be revoked if the use creates a nuisance. Staff emphasized that substantial changes to operations would require the applicant to return to the commission.
A motion to approve the conditional use permit, including the amendment to allow five company vehicles, carried on a voice vote.
