Jeff Marlow, representing the Shannock Mill Project, told the council the project has pursued remediation and reuse for six years, has secured approximately $1,015,000 in state green-bond remediation grants to date, and would partner with the town on any municipal application. Marlow said the program distributes roughly $5.2 million statewide and that Shannock Mill is a strong candidate for funding to support architectural, engineering and remediation work that would enable redevelopment and owner-occupied housing in the village.
Councilors moved and approved a motion to authorize the town administrator to send a letter of support for the application; Marlow said any funding awarded would be reimbursable costs administered in partnership with the town and should not create a direct financial obligation for Richmond.
What happens next: the town administrator will send the support letter and the project team will pursue planning-board pre-application steps and master-plan review as part of any future design and permitting work.
