The Rolfe City Council on May 12 approved a special-animal permit allowing no more than two emotional-support goats at 607 Locust St. The motion was made by Councilmember Dan Allen and seconded by Aaron Cox; Councilmembers Al Minkler, Rob Jackson, Dan Allen and Aaron Cox voted in favor and Councilmember Lana Pratt voted no.
The application was accompanied by a physician's note recommending the goats for emotional-support purposes. Council members discussed fencing and safety; the minutes say a building permit will be submitted to extend the fencing around the property before animals are kept.
No fines, conditions beyond the two-animal limit, or enforcement steps beyond the normal permitting and building-permit process were recorded in the minutes. The decision was recorded as a formal permit approval and will be implemented once the required building permit is in place.
The council adjourned routine business and continued with remaining agenda items.
