State Building Commission unanimously approves financing and multiple construction projects, including $137.6 million Polk Library renewal

The State of Wisconsin Building Commission on Feb. 4 approved a slate of financing measures and project authorizations for state facilities, parks and higher-education campuses, unanimously carrying each motion. The meeting, called to order by Governor Tony Evers at 2:00 PM in Madison, lasted about 13 minutes and covered bond authorizations, infrastructure repairs and major construction projects.
The Commission approved Resolution 1 authorizing up to $500 million in general obligation refunding to refinance outstanding bonds used for construction, grants and land acquisition. Senator Mary Felzkowski moved the resolution and Senator André Jacque seconded; the motion carried 8-0. The panel also approved Resolution 2 authorizing up to $125 million in State Transportation Revenue Obligations (moved by Representative Rob Swearingen, seconded by Senator Mary Felzkowski) and Resolution 3 authorizing up to $150 million in Environmental Improvement Fund Revenue Bonds to provide state matching funds for federal capitalization grants and to fund or refinance clean water and safe drinking water loans (moved by Senator André Jacque, seconded by Senator Mary Felzkowski). All votes were unanimous.
Among the project approvals, the Commission authorized the Polk Library Facility Renewal at the University of Wisconsin–Oshkosh. Representative Jill Billings moved the request and Representative Rob Swearingen seconded; the Commission approved the design report, granted authority to demolish the original library, and authorized construction for an estimated $137,572,000 in General Fund Supported Borrowing (GFSB). The Commission record shows prior planning releases in October and December 2023 and enumeration of the project in 2025 Wisconsin Act 15.
The panel also approved the Department of Corrections’ request for a New Health Services Unit and Restrictive Housing Unit Expansion at the Wisconsin Secure Program Facility, granting release of $8,433,000 GFSB and construction authority for an estimated total cost of $16,225,000 (funding split noted as $7,792,000 EX-GFSB and $8,433,000 GFSB). Senator Brad Pfaff moved the item and Senator Mary Felzkowski seconded; the motion passed 8-0.
Other actions approved without recorded debate included multiple All Agency maintenance and repair projects across agencies (roof and HVAC work, paging and fire alarm upgrades, utility and site repairs), a Camp Williams emergency generator and switchgear replacement ($4,624,200 total cost with $1,624,200 GFSB and $3,000,000 federal), Montello/Fox River lock channel repairs (authorization and release totaling roughly $4.82–$5.03 million SEG REV), trail bridge replacements (Phase 2) and a $500,000 release of Stewardship Property Development funds to support Friends group and nonprofit conservation organization match grants under s. 23.098, Wis. Stats. Each motion was moved and seconded as recorded and carried unanimously.
