The Kootenai County Board of Equalization on July 8, 2026 approved several corrections to homeowner exemptions and a timber-exemption adjustment after presentations from Chief Deputy Assessor Michael Rutledge.
Michael Rutledge, identified in the meeting as chief deputy assessor, told the board that several parcels had had homeowner exemptions removed in error and that corrected deeds or trust documents had been recorded. For one parcel (AIN 114681) staff said an initial deed report incorrectly showed conveyance to an LLC; a corrected deed and life‑estate documentation showed no transfer and led staff to amend the assessed market value for 2025 to $1,598,300 (amended 2024 value reported as $1,588,760). The board moved and approved restoring the homeowner exemption for that parcel for tax years 2024 and 2025.
The board also approved restoration of a homeowner exemption for AIN 142687, listed in the transcript as the Hill Family Trust. The assessor reported an original 2025 market value of $452,420 and an amended 2025 market value of $327,420; commissioners approved the exemption correction.
Separately, the board considered a timber-exemption matter for AIN 300And45100And22 (McKay). Rutledge explained the property had been split from AIN 147856 in 2022 and the timber exemption was not reapplied to the resulting parcel. Assessor staff presented amended assessed values for tax years 2024–2026 (reported as $2,273 for 2024, $2,263 for 2025 and $2,293 for 2026) compared with substantially higher original values. A commissioner asked whether retroactive changes spanning multiple years had been run by the auditor’s office and warned that going back several years could harm smaller taxing agencies; the assessor’s office said it would verify whether the auditor had been notified. The board then moved and approved a temporary exemption adjustment for AIN 345122 (McKay) covering tax years 2024–2026.
All recorded motions in the session carried by recorded "aye" votes from the commissioners. The chair opened and closed the public-comment period with no members of the public speaking, and the board adjourned at 11:37 a.m.
