State Building Commission approves broad slate of project funding and planning releases

The State Building Commission met Oct. 28 in Madison and approved a package of design releases, construction authorizations and planning funds covering higher education campuses, corrections facilities, state parks and other state properties.
Commission members approved planning and design releases for dozens of projects enumerated in recent state acts, including a $184,325,000 release for the University of Wisconsin–Milwaukee Health Sciences Renovation and a $44,663,000 authorization for the Central Wisconsin Center Food Service Building renovation. Representative Jill Billings moved approval of the UW–Milwaukee request; Representative Robert Wittke seconded the motion, which passed on recorded commission votes.
The commission also authorized releases and construction authority for multiple All Agency maintenance and repair projects across state facilities, including elevator, roof and boiler replacements and utility repairs. Funding sources noted in the meeting included GFSB, SEG REV, BTF, PRSB and PR-CASH allocations as enumerated in 2023 Wisconsin Act 19 and 2025 Wisconsin Act 15.
Other approvals included authority to lease a 195-foot cellular tower at UW–Green Bay, land acquisitions for UW–Madison on Pennsylvania Avenue (two purchases totaling $7.75 million PR-CASH), and programmatic releases for the UW 2025–27 Minor Facilities Renewal Program (Groups 1 and 2) totaling $38,026,000 in authorized projects. Representative Jill Billings moved and Representative Rob Swearingen seconded the package approvals in various items; recorded tallies were routinely 8-0-0 on full commission votes.
