Glassboro council adopts salary ordinance, approves consent agenda and hears resident complaint about delayed deposit

The Glassboro Borough Council on the evening of its regular meeting adopted Ordinance 25‑27, an amendment to the borough's salary ordinance for 2025, approved a multi-item consent agenda including grant acceptance and the release of specified performance guarantees, and heard a public comment about a delayed deposit refund.

The clerk, Karen Cosgrove, opened the meeting with the required notice under the Open Public Meetings Act, saying the 2025 schedule was posted at borough hall, on the borough website and filed with the clerk on 01/04/2025. "Pursuant to the open public meetings act, I hereby announce that adequate notice of this meeting . . . has been provided," Cosgrove read.

Borough solicitor (by title) announced a public hearing on Ordinance 25‑27, described in the meeting as an amendment to Ordinance 25‑18 "fixing and establishing the salaries and compensation of the officers and employees of the borough of Glassboro" for 2025. The council opened the public portion, heard no speakers, closed the public portion and adopted the ordinance as written by voice/roll call vote (the chair called for "Aye" and the chair said the motion carries).

The council approved minutes from the 09/23/2025 regular meeting and closed executive session, accepted a resignation from the Glassboro Planning Board for Pete Calvo, and approved a facilities‑use application for the "Burrow and Lights" event scheduled for Dec. 5, 2025. The engineer (Mark) presented briefly; no substantive questions were recorded.

On the consent agenda the solicitor presented multiple resolutions: insertion of a special item of revenue pursuant to NJSA 48:4‑87, authorizing refunds and release of older escrow/performance guarantees, releasing a safety/stabilization guarantee for a North Main Street housing lot (Lot 13.01) in the amount of $5,000 and a perimeter landscape buffer guarantee for $8,175 upon posting of a required maintenance bond, approval of a concept plan for RLS Logistics (Block 76, various lots), approval of sidebar agreements with several collective bargaining units, authorization of HSA funding for active employees enrolled in state health plans, and acceptance of a grant from the Hazardous Discharge Site Remediation Fund public entity program. The council approved the consent agenda by roll call.

The solicitor moved for introduction, by title only, of an ordinance amending chapter 97 of the Glassboro code to add a subsection on transitional duty during temporary disability; the council voted to introduce that ordinance for first reading.

During the public‑comment period a resident raised a concern about a delayed deposit/refund for an event. Council members and the solicitor explained the borough's payment process — that vouchers must be processed, appear on the agenda and be approved before checks can be issued — and said timing with the borough's pay periods can delay issuance. The solicitor told the resident the borough would try to expedite placing the voucher on an agenda and asked the resident to provide identifying information to Clerk Cosgrove after the meeting so staff could pursue the matter.

Committee reports included a public‑safety note that the police department's October report had been received and a series of brief remarks praising a well‑attended trunk‑or‑treat community event. Councilmember Danielle Spence was announced as the recipient of the council president's award at the upcoming NAACP gala.

Before adjourning, the acting administrator, Pierpoint, thanked emergency services and residents for hosting a luncheon at Lake Oberst and noted a Williamstown resident brought information about neighborhood cats to the meeting. The council then moved to adjourn.

The council did not take further formal action on the public comment about the deposit beyond offering to expedite the voucher and asking the resident to provide details to the clerk for follow up.
