Glassboro council adopts two ordinances, tables storm-drain easement vote

During the meeting, Councilman Balfour moved to adopt Ordinance 25-22 and Ordinance 25-23 and to table Ordinance 25-24; Councilman Casaubon seconded the motion and the measure passed on roll call. Borough solicitor had told the council it was appropriate to adopt ordinances 25-22 and 25-23 that evening while tabling 25-24 until certain signed documents are finalized.
The adoption followed a short public hearing called by the borough solicitor, who described 25-22 as an amendment to the borough code regarding licensing and a new article titled "special event permits," and 25-23 as a new chapter addressing minors and parental responsibility. The solicitor recommended tabling 25-24, a proposed vacation and release of rights to a 20-foot storm drainage easement within Block 143, Lot 2, until final documents are in hand.
Council then approved the minutes of the Aug. 26 regular meeting and the closed executive session, moved through committee reports and proceeded to the consent agenda.
Council also introduced two ordinances for first reading: Ordinance 25-25, described by the solicitor as a financial agreement under the borough's five-year tax exemption/abatement law with 5 B 3 G Enterprises LLC for Block 410, Lot 2.03; and Ordinance 25-26, an amendment to the police department fee schedule regarding patrol vehicle fees. Both ordinances were introduced for consideration at a future meeting.
The council approved several routine consent resolutions earlier in the meeting, including items authorizing submission of applications to the New Jersey Department of Transportation, authorizing execution of agreements, approving certain refunds of street-opening performance guarantees, appointment of a vendor to provide HRA services, and the transfer of premiums as listed on the consent agenda.
The meeting record shows the council handled the ordinances amid regular business and public comment; the solicitor and clerk documented the actions taken. The council indicated the tabled storm-drain easement item will return once required signed documents are finalized.
The council adjourned after completing business and noted its next regular meeting on Oct. 14, 2025, at 6:30 p.m.
