The Newton City Council on May 18 adopted resolutions to award a demolition contract (Project 2026‑01) and to approve a purchase agreement for a cleared property at 1017 West 4th Street South to adjacent owner Elite Mart LLC for $3,000.
Community Development Director Erin Chambers (speaker 14) described the demolition process: basements are removed and backfilled, utility connections are checked for reuse when appropriate, but in most cases aged infrastructure is removed and lots returned to clean dirt condition. Chambers said existing shared driveways or pavement typically remain in place where easements exist.
For the property sale, staff noted the city acquired the lot through the dangerous‑and‑dilapidated program in 2022, cleared it and has maintained it as a grassy lot. Elite Mart LLC submitted a $3,000 offer with an intended 10‑foot expansion for additional freezer/refrigerator space; council added an improvement clause so the buyer must deliver a tangible improvement within the agreed timeframe. The council discussed a 12‑month closing/occupancy timeline and approved the sale.
The council voted unanimously on both resolutions. Staff and council members discussed preserving shovel‑ready condition and how demolition and sales support future redevelopment.
