Zoning board approves four-seasons room at 15 Kerry Court under special exception

The Silver Spring Township Zoning Hearing Board approved Special Exception 2025-4 on Jan. 12, permitting a four-seasons room to be added to a townhome at 15 Kerry Court in Mechanicsburg.
The application was filed by BiiLT Contracting Group and presented by its representative, Ryan Straley. Owner Stephen Bard testified that the townhome existed before the current R-1 restriction that prohibits such nonconforming uses. Zoning Hearing Officer Chelsea Leiby confirmed that required legal notices were published and posted as required by law and that Township staff indicated the project complies with other zoning requirements.
Mr. Straley presented plans showing removal of an existing concrete patio and construction of a four-seasons room “without increasing impervious coverage.” After adjourning to an executive session for quasi-judicial deliberations, the board returned and Board Member Ryan Siney moved to approve the application; Darrell McMillan seconded the motion, and the vote was unanimous.
No community comments were received on the application. The board recorded its approval in the meeting minutes; staff did not identify additional conditions in the minutes.
