Woodland Township Committee adopts two ordinances, approves $533,503 in bills and several resolutions

WOODLAND TOWNSHIP — Mayor DeGroff called the regular meeting of the Woodland Township Committee to order at 7:00 p.m. on Feb. 18, 2026. Clerk Maryalice Brown read the Open Public Meetings Act statement.
The committee approved bills and claims totaling $533,503.22 (Current Fund $523,608.64; Payroll $9,894.58) on a motion by Committeeman Herndon and a second by Mayor DeGroff. The motion passed with recorded votes of DeGroff—yes, Herndon—yes; Committeewoman Mull was absent.
The committee approved a permit for the Sandy Lane Enduro scheduled for March 22, 2026. The motion to approve the event was made by Committeeman Herndon and seconded by Mayor DeGroff; votes were recorded as DeGroff—yes, Herndon—yes, Mull—absent.
During the ordinance portion of the agenda, the committee opened and closed two public hearings with no public comment. Ordinance 2026-1, described on the agenda as "Amending Ordinance 1996-2, 2001-5, 2011-1 and 2013-9, 2025-12 Establishing Conditions of Employment & Benefits for All Employees of the Township of Woodland," was adopted after a motion by Committeeman Herndon and a second by Mayor DeGroff. The committee recorded votes of DeGroff—yes, Herndon—yes; Mull—absent.
The committee also adopted Ordinance 2026-2, amending the township's ordinance establishing new construction and inspection fees, following the same motion and voting pattern.
Under the consent agenda, the committee approved Resolutions 2026-33 through 2026-38, which on the agenda included authorizations for assignment of tax sale certificates (12-00019 & 12-00020), cancellation and refund of taxes related to TDV (Elko), a refund for overpaid taxes (Brower), authorization of Raffle License 2026-1 for the Woodland Ladies Auxiliary, and redemption of Tax Sale Certificate 24-00001 (101/17). The consent agenda was approved on a motion by Committeeman Herndon, seconded by Mayor DeGroff; recorded votes were DeGroff—yes, Herndon—yes, Mull—absent.
Department reports were brief: the Tax Collector reported January collections of $199,529.56; the Clerk noted miscellaneous January collections of $16,599.89, set the next regular meeting for March 25, 2026, announced a budget meeting for March 5 at 5:00 p.m., and reminded residents that dog licenses are due by March 31. Public works reported routine road maintenance (scraping and salting), an F550 truck in the shop for brake repairs, tree trimming, and pothole repairs. Several department reports were entered as "see attached."
No members of the public spoke during the public-comment periods. Committeewoman Mull was absent; Committeeman Herndon and Mayor DeGroff offered no additional comments. Committeeman Herndon moved to adjourn at 7:12 p.m.; Mayor DeGroff seconded and the motion carried. The minutes were signed by Maryalice Brown, RMC/Township Clerk and Administrator.
