Owosso council authorizes emergency water-plant cleaning and tentatively awards large water and wastewater contracts

The Owosso City Council on June 15 authorized emergency maintenance and tentatively approved major construction awards affecting the city's water and wastewater systems.
Council authorized SET Environmental, Inc. to perform emergency cleaning at the Water Treatment Plant to remove lime buildup and restore pumping capacity at a cost not to exceed $51,981.88, and approved WesTech Engineering, LLC for emergency repair of the South Clarifier main shaft bearing for $46,745 plus a $5,000 contingency (total not to exceed $51,745). Both emergency actions waived the normal competitive solicitation process and were authorized to be paid from the specified water-fund accounts.
In separate actions, the council tentatively awarded the Gute Hill Booster Station Improvements Project to Sorensen Gross Construction Company LLC for the low bid of $2,639,200, contingent on receipt of Drinking Water State Revolving Fund proceeds. The council likewise tentatively awarded the Wastewater Treatment Plant Towers Improvements Project to RCL Construction Co., Inc., for $10,123,500 contingent on Clean Water State Revolving Fund proceeds. Utilities Director Ryan E. Suchanek recommended both tentative awards; council authorization allows the mayor and clerk to sign contracts once funding is secured.
Council also approved a set of procurement and capital items including waiver of bidding to purchase two Ford F350 fleet trucks ($96,912 total) and one 2026 Ford Police Utility ($49,571) and authorized payment for annual insurance coverage through the Michigan Municipal Risk Management Authority for an estimated $343,941.
The council approved these measures by roll call vote with all members present voting aye. The tentative contract awards are contingent on successful SRF financing; staff said work will proceed to contract execution after receipt of funds.
