Owosso City Council adopts updated 2026 fee schedule, affecting permits, licenses and charges

The Owosso City Council on June 15 adopted an updated 2026 Fee Schedule (Resolution No. 87-2026) that adjusts charges for permits, licenses, inspections and other municipal services effective July 1, 2026.

The resolution, included on the council's consent agenda and approved unanimously, revises numerous line-item fees across departments. Notable changes in the published schedule include fee structures for building permits, electrical and mechanical permits, plan-review rates, adult-entertainment licensing and mobile food vending, along with updated fees for ambulance runs, false alarm responses and parking violations. The resolution also clarifies that the city manager may set fees for public records and services not explicitly listed under authority of Act 442 of the Public Acts of 1976.

City Manager Nathan R. Henne and department staff compiled the schedule modifications; the council approved the entire consent agenda on a single motion by Councilmember Emily S. Olson. The fee schedule document lists numerous specific amounts (for example: building permit base fees, adult-entertainment license fees at $1,500, and a $5,000 application/renewal fee for medical marihuana facilities), and it establishes procedures for waivers and late penalties where applicable.

The measure is intended to align user charges with the cost of providing services and to preserve existing statutory fees where not in conflict. The council did not discuss reversing any individual fee at the meeting; the action was taken as part of the consent agenda.
