Ocoee Utility District adopts water-loss plan, affirms rate increase and accepts court order

The Ocoee Utility District Board of Commissioners on Aug. 25 passed a package of resolutions aimed at addressing system losses and formalizing recent administrative and legal actions. The action followed routine approval of minutes and financials. President Shawn Willis read the resolution, Ryan Ulrich seconded related motions, and Hank Wilson was recorded voting in the affirmative on several items. The board also entered into the record a correction to an earlier entry (changing "Resolution 2024-014" from the July 28, 2025 minutes to the correct designation, Resolution 2025-014).
In addition, the board ratified actions taken at a special Aug. 16 meeting by adopting Resolution 2025-018 and ratified a prior rate increase via Resolution 2025-019, which affirmed Resolution 2025-005 increasing water and wastewater rates effective July 1, 2025. The minutes record motions and seconds for these items; no expanded roll-call tallies beyond those recorded during the reading were provided in the transcript.
The board also accepted the final court order in the civil case HLM v. OUD with Resolution 2025-020. The resolution was read aloud and passed following the motion-and-second procedure used throughout the meeting.
Two prior board resolutions concerning Rymer Road and the Old Parksville Road wastewater plant were repealed: Resolutions 2025-021 and 2025-022 respectively. The board’s engineering priorities were realigned in light of cost concerns, and those repeals reflect the district’s revised focus on near-term wastewater, water-loss and infrastructure priorities.
On personnel policy, the board read Resolution 2025-024 to empower the board president and outside counsel to work with HR to determine a benefits package for management. The board removed the third clause that would have relieved the president and outside counsel of conducting an investigation into district operations; the amended resolution passed on motion and second.
