State Building Commission approves $50 million grants program and a slate of facility projects

MADISON, Wis. — The State Building Commission on Oct. 8 unanimously approved a package of facility projects, property acquisitions and funding releases, including a $50 million Grants for Local Projects Program and multiple University of Wisconsin campus renewal and property purchases.
Governor Tony Evers called the meeting to order at 11:01 a.m.; Secretary Naomi De Mers recorded the roll and presented procedural items including approval of the Aug. 7, 2024 minutes, which passed after a motion by Senator André Jacque and a second from Representative Jill Billings.
Major approvals included Department of Corrections authority to execute a 9,426-square-foot permanent easement at the new Type 1 Juvenile Correctional Facility in Milwaukee to We Energies. The record recounts prior project authorizations and enumerations that together account for an estimated total project cost of $78,400,000.
The commission approved Department of Health Services requests to release $5,393,600 in SEG revenues for envelope repairs and $8,032,500 SEG REV for HVAC improvements under the 2023–25 Minor Facilities Renewal Program, authorizing construction of specified projects with a combined estimated cost of $13,426,100.
Other approvals included a $656,900 budget increase for the Milwaukee Readiness Center Remodel, Phase III (Department of Military Affairs) to accept bids for a revised total cost of $7,150,900; multiple All Agency maintenance and repair projects at state facilities (including a $657,700 BCE warehouse demolition and a Mauston boiler replacement and space renovation estimated at $2,999,900); and site- and utility-related repairs across several University of Wisconsin campuses.
The commission authorized UW–Madison to purchase a 0.0972-acre parcel at 1101 Spring Street in Madison for $900,000 PR-CASH plus closing costs, and approved UW–Stevens Point’s acquisition of a 0.152-acre parcel at 2032 Briggs Street for $215,000 PR-CASH plus closing costs. The commission also released planning funds for UW–Parkside (Wyllie Hall completion) and approved instructional space and technology project releases totaling $10,623,000 for the 2023–25 program.
In a separately noted action, the commission approved acceptance of two locally owned buildings (a 624 GSF ski warming building and a 416 GSF ski storage building) to be located on state land in the Northern Highland American Legion State Forest for the North Lakeland Elementary School ski trail system.
The meeting’s largest single budget action was the unanimous approval to release $50,000,000 SEG REV to the Department of Administration for the Grants for Local Projects Program, authorized under 2023 Wisconsin Act 19, to support 50 non-state grantees for local construction projects with statewide public purpose.
