Union City Borough Council approves ordinance amendments, tax exoneration and grant application

Union City Borough Council voted unanimously Sept. 16 to approve several ordinance amendments, a tax-exoneration resolution and an application for federal community-development funds, the council said at a meeting at First Global Methodist Church.
The council approved amendments to Parking Ordinance 1137 to restrict unlawful and disabled vehicles and to amend schedules I, II and IV, and it approved changes to Zoning Ordinance 1118 that add definitions and permitted-use rules for ‘‘redemption games’’ (games of skill) and allow use of accessory structures on adjoining lots. Councilor Steadman moved to approve the parking changes and Councilor Kerns moved to approve the zoning changes; both motions were seconded and carried unanimously.
Council members also voted to advertise a proposed change to the tenant-registration ordinance that would allow the borough to charge violators more than once in a year when they fail to provide required information, a step the borough called necessary to improve enforcement.
The council approved a resolution exonerating $5,563.49 in taxes on 121 East High after the Land Bank purchased the property. "We will not be taking any money from the civil case against Hometown Heroes," Council President Riley Cross said, referring to a recent conversation with Lance Greer. Bev Ballog of Hometown Heroes thanked the borough for its support and said she was "happy to hear that Lance is not accepting the money."
On infrastructure, Streets Supervisor Bob Phillips and Borough Manager Cindy Wells reported a plan to repair sinkholes in Municipal Lot No. 1: Mansfield will fill the sinkhole, replace about 10 feet of pipe and install a new catch basin, followed by smoke-and-dye testing. The council authorized submitting an application to the county for up to $100,000 in Community Development Block Grant (CDBG) funds to cover a portion of those stormwater repairs.
Mayor Robert Wolf noted the police department has been busy, and Police Chief David Pernice said he has sent letters to candidates on the Consortium list. Borough Manager Wells announced a health-insurance presentation for council members on Sept. 25 at 5:30 p.m. and said Capela’s has agreed to continue mowing until the end of the season.
Other routine actions included approval of minutes and bills. Councilor Steadman reported on Devereaux Day and the new trailhead. The meeting adjourned at 6:50 p.m.; an executive session on real estate, personnel and contracts followed from 6:58 p.m. to 7:42 p.m. with no action taken.
