Union City awards $22,295 contract to repair sinkhole and storm pipe at Municipal Lot No. 1

Union City Borough Council unanimously approved Aug. 13 awarding a contract to Mansfield for $22,295 to repair a sinkhole and associated 24‑inch clay tile storm pipe at Municipal Lot No. 1. The motion was made by Councilor Steadman and seconded by Councilor Osborn.
Streets Supervisor Bob Phillips described the sinkhole and damage near the Municipal Authority pipe and said engineers and consultants recommended lining pipe sections, replacing the damaged 24" clay tile in the sinkhole area, reconnecting pipes to the 24" line, replacing the adjacent catch basin with a larger unit and replacing about 10 feet of pipe.
The meeting record shows two estimates: Mansfield ($22,295) and McLallen Construction ($23,450). Phillips said both bids assumed the borough would provide a truck during the project. Tim Wells, the engineer on the matter, and consultant Bob Carpenter (Insight) provided recommendations to limit work to the most compromised sections and to replace the catch basin next to the sinkhole.
Council approved the lower estimate to proceed. The minutes do not specify a start date, funding source or duration; the borough will be responsible for supplying a truck for the contractor.
