Planning commission recommends Artman–Starrett subdivision be approved after plan revisions

The Salem Township Planning Commission on Sept. 4 recommended approval of a reinstated plan to subdivide property owned by Florence Jean Artman and Sara Starrett that straddles Salem Township and the Municipality of Murrysville. The action would create a new buildable Lot 1 and a Residual Lot 2 containing an existing single‑family home and sewage facilities.
Surveyor Eugene Heald and property owner Sarah Starrett were present for the review. The commission directed several textual and graphic corrections to the plan: change references labeled "Remaining Lot B" to "Residual Lot 2"; amend the statement of purpose to reflect the deed and the split across two municipalities; remove or revise proposed dedication language in the Owners' Certificate; amend plan note language about dedications and restrictions; and create and reserve private permanent ingress/egress easements to State Route 66 that will both burden and benefit Lot 1 and Residual Lot 2 as shown on the plan.
The commission also required the pre‑ and post‑subdivision acreages be clearly shown (existing property 12.93 acres; Lot 1 = 4.83 acres; Residual Lot 2 = 8.10 acres), and directed that a Sewage Planning Module for Lot 1 be submitted to the Township; Township, SEO and DEP approvals are required. Approval by the Municipality of Murrysville is also required. Finally, the plan must display a revision number and date.
Paul Holleran moved and Connie Mattei seconded a motion to recommend approval subject to the enumerated conditions; both voted in favor and the motion passed unanimously. The applicant must make the requested plan revisions and secure required agency approvals before final township action.
