Salem Township approves intergovernmental agreement for sewer repairs in Cloverleaf area

The Salem Township Board of Supervisors on July 17 approved Resolution 19-2024 to enter an intergovernmental cooperation agreement with the Franklin Township Municipal Sanitary Authority to correct grade 4 and 5 defects in the township’s public sewer lines required by a Consent Order and Agreement with the Pennsylvania Department of Environmental Protection.
Supervisor Kerry Jobe, who introduced the item, said the work focuses on the Cloverleaf/Delmont area. He told the board FTMSA has identified 26 repairs and can perform the work in-house for an estimated $109,000. Jobe said grant funding previously paid for camera inspections and that remaining grant dollars will be applied to the repair work.
The board voted unanimously in favor of the resolution, with Supervisors Kerry Jobe and Bob Zundel voting to approve and Supervisor Ken Trumbetta absent. Solicitor Falatovich summarized the township’s obligation under the DEP consent order and framed the resolution as an administrative step to allow FTMSA to proceed with repairs.
The resolution authorizes Salem Township to cooperate with FTMSA on corrective work; it does not, in itself, award construction contracts beyond the terms of the intergovernmental agreement. The board did not provide a detailed procurement timetable at the meeting.
Next steps include executing the intergovernmental agreement and coordinating the repairs and grant accounting with FTMSA and township staff. The board’s next regular meeting is scheduled for August 21, 2024.
