Committee drops seasonal overnight parking article after counsel says Select Board can act

The Finance Committee reviewed Article 11, which proposed adding a seasonal overnight parking ban to the General Bylaws, and learned that follow-up with Town Counsel showed the Select Board already has the authority to implement the restriction without Town Meeting approval.
As a result, the committee agreed the article was unnecessary and would be removed from the consent agenda; a motion to indefinitely postpone the article is expected at the May 4 Annual Town Meeting. Committee members discussed whether a broader review of parking regulations would be appropriate given possible outdated rules and inconsistent enforcement.
Resident Michael Pierce commented that the discussion highlighted how items placed on the consent agenda can require substantial explanation and suggested reconsidering whether the consent agenda remains the most efficient approach.
No bylaw change will be pursued through Article 11 as printed; the Select Board can implement restrictions through its existing authority.
