Early City Council approves wage increase, sets budget hearing and OKs 4‑H park fixtures

Councilmember Brian Pickhinke moved to approve Resolution 26‑11 to increase Dillon Kunneke’s wages after Kunneke passed his wastewater test; Councilmember Brandon Scadden seconded the motion and it carried. The resolution was introduced and adopted during the meeting without a recorded roll‑call tally beyond the motion carrying.
The council also set a public hearing on an amendment to the FY26 budget for Tuesday, May 19 at 6:00 p.m.; Pickhinke moved to set the hearing and Scadden seconded. The consent agenda — covering the meeting agenda, bills for payment and minutes from the April 7 regular meeting and April 21 and April 24 special meetings — was approved earlier in the meeting following brief discussion of claims.
Adriane McPhail, representing the 4‑H Achievers, asked permission to mount a trash can and possibly a bench in Achiever Park and to replace a directional sign on Highway 71 with one noting handicap accessibility. The council approved those items after McPhail outlined the group’s plans and fundraising goals; McPhail said the group also intends to apply for a Sac County Endowment Grant to secure matching funds for a future fence, gazebo and sidewalks.
Mayor William Cougill and Councilmember Brandon Scadden agreed to coordinate water access so 4‑H members can maintain flowers planted in Main Street planters.
The meeting also included routine approvals: the city clerk’s utility billing and treasurer’s reports were approved after a motion by Pickhinke and second by Scadden. The council adjourned at 7:45 p.m.
