Mentor City Council on July 7 approved several infrastructure and development measures, including a low‑bid contract for Mentor Avenue resurfacing and a development plan amendment to the Bolton plan.
On the resurfacing project, the city engineering office reported four bids and recommended awarding Phase 1 to Geauga Highway Company of Hiram, Ohio, the low bidder at $2,572,385. The engineer’s opinion of probable construction cost was $2,810,000; the city said roughly $800,000 in state funding through the Ohio Public Works Commission covers about 27% of the project. The work begins at the Painesville Township corporation line and extends west along Mentor Avenue to about 500 feet west of Hopkins Road. The city noted the majority of paving will occur at night (8 p.m.–6 a.m.) with radar detection on traffic signals to manage impacts. Council suspended rules and approved ordinance 26‑ODash063 to accept the low bid.
Council also approved ordinance 26‑ODash062 authorizing transfers, advances and appropriation revisions to set aside funding for the Manor Avenue resurfacing fund, to cover quarterly transfers for the medical self‑insurance fund and to reflect change orders (including those later discussed for the pool slide).
On land use, Council considered ordinance 26‑ODash065 to amend the Bolton Development Plan sub‑area. The law director and the applicant representative explained changes to frontage widths, lot areas and identification of public roads; council added a late clarification to section 4 to explicitly include the words “for rent” to distinguish rental units from for‑sale units. Counsel advised a majority vote is permitted for this amendment (it is not changing the zoning code), and council approved the amendment (one councilmember voted no).
Other routine purchases passed: ordinance 26‑ODash064 awarded a contract to John F. Gallagher Company for replacement HVAC equipment at the maintenance facility ($116,485), and council adopted resolution 26‑R‑115 approving the Public Finance Authority issuance of bonds on behalf of Citadel Housing 1, Inc., not to exceed $165,000,000 (TEFRA notice and approval). Administration said the tax budget (ordinance 26‑ODash061) will be filed with the county auditor as required; no public testimony was offered on that item.
Taken together, the votes advance a multi‑part municipal infrastructure program into construction and clarify plan language for an ongoing development application.
