Commission approves mid-year CIP update, pauses gun-range increase for further review

The Utah County Commission on Wednesday approved a mid-year update to the county’s capital improvements plan (CIP) while setting aside a proposed increase to a gun-range classroom for more information.
Staff said several contracts and cost estimates changed since the plan was last updated and recommended bringing those projects up to date. County staff noted a $3,000,000 overage for a patrol remodel and a roughly $1,000,000 increase on a separate emissions-related project; those items were included in the amended CIP. Rudy (county staff) told commissioners the patrol remodel is under way and the emissions work has been bid, while the classroom is still at about 60% design.
Commissioner (speaker 2) moved to approve the CIP update with the exception of the gun-range classroom increase; Commissioner Gordon (speaker 3) seconded the motion. The motion carried by voice vote.
Why it matters: The action recognizes rising construction and design costs for projects already in the county pipeline while delaying a contentious classroom cost increase until the county has clearer contract figures and contractor proposals.
The commission did not authorize any bond issuance as part of this amendment; staff clarified that funding approaches would be addressed separately as needed. The chair said staff may return the gun-range item to a future agenda once cost and procurement details are available.
