Supervisor Kerry Jobe presented results of a feasibility study conducted with the Upper Ten Mile Authority (UTMA) and engineers (LSSE) on Dec. 18, which examined alternatives for extending sewage service to multiple areas including Forbes Road, Coal Hollow, Hannastown, Totteridge, Crabtree and portions of Unity and Hempfield townships.
The study evaluated five build options. Board materials and Jobe’s summary said full buildout (Option 4) is not financially feasible without substantial grant funding; the study identified a need for at least $18 million in grants (approximately a 50% project match) to reduce monthly bills to an estimated average of $90 per month. Copies of the feasibility study were made available to interested parties and a meeting was scheduled for Jan. 23, 2025 with UTMA, Salem and Hempfield to continue the discussion.
Jobe emphasized that the project’s feasibility depends heavily on outside grant funding and that alternative phasing options have materially different cost outcomes. The board did not take formal action to approve a preferred option at the Dec. 18 meeting; the presentation was informational and meant to frame a follow‑up intermunicipal discussion.
