Salem Township approves 2025 budget with no tax increase, OKs $114,620.74 in monthly expenditures

The Salem Township Board of Supervisors voted unanimously Dec. 18 to adopt the 2025 budget and set the township’s tax rate with no increase for the coming year. The board also approved monthly expenditures totaling $114,620.74, covering the General Fund, payroll and designated funds.
Board Chair Bob Zundel said the board would not raise taxes for 2025. The motion to adopt Resolution No. 31‑2024 passed on a unanimous vote by Supervisors Zundel, Ken Trumbetta and Kerry Jobe.
The board approved a $1,000 monetary donation to Delmont Library after discussion about the number of Salem Township patrons. Resident Matt Rebitch asked how many patrons originate from Salem Township; Supervisor Kerry Jobe said “a couple hundred” and noted the library had previously requested $5,000 annually but the board chose a smaller donation.
Supervisors also approved administrative vendor fee changes: PrimePay’s monthly administrative fee will increase to $74.86 (from $69.96) and its annual membership fee to $294.25 (from $291.50). The board approved revised 2025 building plan‑review and inspection fee schedules proposed by Jobe Inspection Service, LLC, which change residential single‑family dwelling review and inspection calculations (single‑family review to $0.35 per sq. ft.). Resident Eric Hageder asked whether the fees were benchmarked against other boroughs and COG rates; supervisors said the building code official submitted the proposal and that larger municipalities charge higher rates.
The board passed Resolution No. 32‑2024 establishing sanitary sewage rental rates for 2024; Supervisor Kerry Jobe explained FTMSA increased wholesale charges, leaving Salem’s portion at $18.53 for a combined total of $73.99.
Other administrative actions included authorizing advertisement of the Re‑Organization meeting (Jan. 6, 2025) and auditors and planning commission meeting dates. The meeting minutes for Nov. 20 and a Dec. 17 special meeting were also approved unanimously.
